Four-year parking plan adopted

The cool-climate regional city council has adopted a Parking Operational Action Plan covering 2026 to 2030, with 34 actions intended to change how council-managed parking is used.

The plan includes reviews of time limits, pricing, wayfinding, payment options, accessibility, enforcement resources and parking data.

Saturday trial and short-stay bays proposed

The council proposes a six-month free Saturday parking trial in off-street car parks during 2027-28, subject to future implementation decisions and budgets.

It also proposes 41 new 30-minute spaces on level two of the multi-storey car park, alongside the existing pram and accessible bays.

A mixed network needs clear rules

A trial period and a larger short-stay allocation create practical questions for signs, payment settings, patrol instructions and public enquiries.

Parking teams need a reliable record of which rule applies to each bay, when a temporary setting starts and ends, and how warnings or disputed observations will be reviewed.

Monitoring should separate the measures

Council says the Saturday trial would be monitored, while the wider plan calls for data on occupancy, duration, compliance, digital payments, reserved parking and feedback.

Separating those measures can help staff understand whether a change affects visitation, turnover or enforcement workload without treating one result as proof of another.
