Assess ALPR privacy around the operator, collection purpose and later uses, with a local review of the complete data flow.

Start with who operates the site, why plates are collected and what happens to the records afterwards. The relevant privacy lead needs to assess that complete information flow against current local requirements before deployment.
The assessment should describe both the initial collection and later uses. A privacy policy provides relevant information, but the operator still needs to evaluate the particular deployment and its permissions.
UK ICO: ALPR privacy guidance, currently under review
A paper register recorded selected visits. ALPR can turn passing vehicles into searchable observations with a time and place. Linking those observations to permits, accounts or cases adds another layer: someone may now be able to work out whose vehicle was present.
That is why the assessment extends beyond camera placement. The same image can support several uses, and each proposed use needs its own explanation rather than inheriting approval from the original parking purpose.
An occupancy count answers how many bays are occupied. A plate linked to an employee account can also reveal whose vehicle was present. Permits, occasional manual checks or counts without identifiers may meet the operational need with less personal information.
Where identifiable vehicle information will be collected or reused, document why the identifier is needed. That reasoning should remain clear when account links or new reporting purposes are introduced.
Map capture, recognition, review, disclosure and disposal. Give each purpose an owner and identify who can see images or export histories. Include bystanders and linked accounts, then obtain the appropriate local assessment of collection authority, notices and individual rights.
UK ICO ALPR guidance discusses necessity, proportionality and privacy impact assessment. It is a UK reference, currently marked under review following the Data (Use and Access) Act. A policy or security certificate cannot establish the lawfulness of every deployment across countries.
Aero Ranger distinguishes deployment records from its own service information. Its agreement also licenses customer data for model development, analytics and related purposes, with de-identification where practicable. These uses belong in the assessment when configuring CORE.
Customer ownership does not limit processing solely to customer instructions or establish worldwide GDPR compliance. Local authority for collection and the permitted subsequent uses needs review, especially when a purpose or recipient changes.
