Reviewing Unpaid Parking Sessions

An unmatched plate is a starting point for review. Test unpaid-session questions by reconciling visits, payments, exemptions and late records.

How should unpaid-session questions be tested?

Reconcile the visit, payment and entitlement before treating an unmatched observation as an unpaid stay. A trial needs consistent definitions for sessions, exceptions, cancellations and disputed amounts, with missed observations and late payment records included in the review.

The comparison should follow actual collected receipts on a consistent accounting basis. A flagged plate, a better-linked record and newly collected money are different things; treating them as interchangeable can distort the result of a trial.

A visit and its payment can arrive separately

Manual collection required staff to reconcile cash with the available record of a visit. Electronic payment sessions and plate observations created separate inputs that could be linked later, sometimes after one record had arrived before the other.

Unpaid-session review developed around that reconciliation task. The team needs to understand the visit, its payment and any entitlement, including a valid exemption or a correction that explains why the initial record appeared incomplete.

ALPR is one possible source of observations

Reconciliation is useful when missing or disputed payments need investigation. ALPR can provide an input, but payment records, attendant observations or controlled access may fit the site without recording every movement made by every vehicle.

Choose the inputs around the question being tested. Comparing a barrier-free arrangement with an honesty box, for example, requires comparable visits and actual collected payments, with consistent treatment of tariffs, visitor volumes and missing observations.

Follow the apparent exceptions through review

Consider an illustrative batch of 100 apparently unpaid visits. Seventy later match delayed payment records and 20 have valid exemptions, leaving ten for further investigation. Those ten do not automatically become debts or authorized notices, and the original count is not recovered revenue.

Keep late corrections visible and distinguish missing payments from missing events, permitted visits and corrected sessions. A plate match or flagged exception does not establish recoverable debt. Where receipts are compared before and after a trial, tariff changes and visitor volumes also need to be accounted for.

CORE treats no-active-session matters as review work

CORE describes no-active-session matters as review workflows connected to evidence and permit context. The purpose is to examine the exception in its surrounding record before deciding whether there is a reason to progress it.

That distinction matters when interpreting trial results. An unmatched observation starts an inquiry; the reviewed session, relevant entitlement and payment history determine what the team actually knows about the visit and any further action it is authorized to consider.
